THE WHAT:
Whilst this context does not significantly contribute to the straight-arm strength required to perform the full 'Press handstand', it allows development of the "popping" texture required for an efficient jump-up into straddle-handstand position which contributes to calibration of power-management (i.e. for the jump) and leg-proprioception in the straddle-handstand form.
At the same time, it can still be considered a conditioning drill for straight-arm SCAPULAR strength (SASS), as MAXIMAL shoulder-elevation to establish your stable shoulder "platform" ("more push!") is maintained throughout.
